[OpenMap Users] change reference system

Hi, I need to transform a point in geographic coordinates in another point
of a different reference system.
The new system is a xy axis centered in a given geographical point, with y
axis oriented with a given angle and with x,y values measured in meters.
Are there methods that can help me to do this or do i must implement all
from scratch?
