[OpenMap Users] convert WorldFile in meters to lat/lon

so, I have a world file that has a .tfw contents that appear to be in meters:

  0.5000
  0.0000
  0.0000
  -0.5000
  1306000.2500
  406999.7500

OpenMap doesn't like this - I'm wondering what the process of
converting this to lat/lon is?
I'm guessing I need to know the UTM Zone for this?
