Hey Kennedy,

Guessing here, and this may not work for you, but am using
LayerHandler.turnLayerOn() to enable/disable various layers in our
maps. Maybe disabling the DTED layer would squelch the noise?
Obviously, would require "just a few more lines of code" to check for
min/max scale values.
