Hi Frank,

I would guess they are using shape files created from TIGER census
data. You can download that data freely, and you can find it with a
Google search. It's broken up into many files, and the entire data
set is pretty large. I would also guess they have loaded all of the
data into a database and are working with a spatial database engine
to retrieve and render the features according to location and
attributes.
