[OpenMap Users] Question regarding api manipulation of layer ordering

Hello,
 
I need to have open map pop a lyer to the top of the layers whenever
that layers tools are displayed.
 
How do I move a layer to the top - do I have to delete and add it with
all associated adding and deleting processing or can
I just change the order?
