[OpenMap Users] .rgn maps

Hi,
 
I have maps with .rgn extensions, I need to view these maps.
how can i convert these maps into shp files for example, even if offline conversion.
if that is not possible can anybody tell me where can i find the specifications of the .rgn maps.
