[OpenMap Users] tooltip remains

I am still having problems turning off the tooltip. I have a layer I use the
fireRequestTooltip method for and it works great but once the layer is off
the tooltip pops up whenever I pause the mouse and worse yet it always says
the same thing from whatever was popped up last when the layer that had the
tooltips was turned on. Any ideas?
