1.648 miles = 104417 inches (approx.)
480px / 72px/in = 6.667 inches
104417 / 20000 = 5.22 inches, which isn't that far off of 6.667.
Perhaps OpenMap uses a different assumption for pixels/inch?

I'm looking at my OpenMap map at a scale of 1:20,000. What exactly is the
20,000? I'm just running the default OpenMap application (640x480) and I
used the distance tool to measure from one side of the window to the other
and it came out to ~1.648 miles. That isn't 20,000 anything (meters, feet,
centimeters, etc.).
So, what exactly is the scale a ratio of?
