Hi Lonnie, Leah,

The code that tries to figure out what coverage areas are appropriate
for the current projection was modified in 4.6 to try to do better at
zone boundaries when zoomed out. That may be causing some additional
work for displaying data.

Leah - I don't have 17Gb of data, though, so I haven't seen the
behavior of the layer under that kind of management load. How many
RPF directories do you have (how many A.TOC files are being loaded).
If there are a lot, and they are being downloaded over the network at
startup, it might to take a while.
