[OpenMap Users] InformationDelegator Bug

Hello,

I beleive I have found a bug within the InformationDelegator.

The InformationDelegator.requestHideToolTip method calls ToolTipManager.setEnabled(false). This disables the
shared instance of the ToolTipManager, turning off all tooltips for the application.

I have solved this problem (temporarily) by calling ToolTipManager.setEnabled(true) directly after my calls to
fireRequestHideToolTip() within my layers. This solution seems to have no adverse effect on the behavoir of the
tooltips within the map... setting the maps tooltip to null seems to be sufficient.
