[OpenMap Users] ImageServer?

If I am using a MapRequestHandler to create static images and one of my
layers is a shape layer, which class (or classes) actually accesses or uses
the shp and ssx files? I seem to be having an issue where those two files
remain in use, even after I undeploy my web application.
