try CSVTileImagePlugin.... works a treat... locate your images in lat
long via a text file (commaseparatedvalues), include the layer details
in the openmap.properties file and you are away...

i'd also suggest searching the openmap mailing list archives... there is
a lot of info there with search function at bottom of the page.
