Yep, I'm describing what you would do using the OpenMap app framework.
You can toss the MapBean, MouseDelegator, the MapMouseModes,
LayerHandler and layers into a MapHandler, and they will hook
themselves up. The MouseDelegator can be told which MapMouseMode to be
active.
