Try using ArcMap. I think that will allow you to convert e00 to shape.

That depends on the projection.

You would add an E00Layer to the MapRequestHandler that a servlet uses,
probably by adding an entry to the openmap.properties file.

This really depends on the data type. There really isn't a mechanism
like this for e00 files, but you could adapt a multiple file mechanism
similar to the one used in the MultiShapeLayer.

For a lot of data, you would probably want to start thinking about
using a database with a spatial query capability to handle multiple
data files. MySQL, PostGRES with PostGIS, Oracle all do this.
