NIMA distributes GeoTIFFs of ONCs and TPCs at
http://geoengine.nima.mil. They used to provide the data in RPF format
on that site.

Clearance has nothing to do with distribution of CADRG, although
distribution is limited For Official Use Only. Which is kind of weird,
seeing how the geocoded map information is being distributed freely on
the website above for some map chart types.
