Sure, call setRotationAngle() on your OMRaster. The angle has to be in
radians, and there are static variables in the
com.bbn.openmap.proj.Length class that make this easy. You might have
to play around with a RENDERTYPE_OFFSET OMRaster, the rotation occurs
around the offset point.
You might want to look at 4.6 and the OMScalingIcon, which positions an
icon over a location and handles all that stuff for you. Plus, it
makes the icon slightly bigger and/or smaller depending on the
projection scale (with limits).
