They did this a while ago, you can get their code that reads GML
documents at:

We have not written a layer to display GML data, I don't know if anyone
else has.

Abandoned, no. More like on the back burner.

Well, speaking for BBN, it's not a funded requirement, and we have
other funded requirements that take precedence.

Nice-to-have list.
It wouldn't be hard to do, either, especially if you have a package
that is handing you the geometries from the GML document.
