I was thinking of vmap level 1 and 2 data in question 1... I suppose I could split the directory information up so that a different location
contained the vector data for say A roads then reference the new location in an A road layer. This would take a lot of work and a good understanding of vmap architecture..umm
As for 2 .. When I complete this I will send you a copy!
Now 3 Umm may be later!

This depends on the layer. The general architecture of OpenMap
supports this. What kind of data are you thinking about.

OpenMap can only display decimal degree lat/lon data or pixel
coordinates. You'd have to convert the BNG coordinates first.

Not out-of-the-box. You'd have to modify the MapBean to rotate the
java.awt.Graphics object it passes to its Layer children. You might
have to play with the projection before it got fired to the layers,
too, to make sure it covered the right area of the rotated projection.
If you want smooth translation of the mouse events, you'd have to
rotate those, too.
I guess #3 would take some work.
