If you zoom in over the area you are interested in and choose the
Download/Order tab, the ONC and TPC images are listed as CADRG
products. It looks like NIMA only makes the GeoTIFF versions available
via the website now. They used to have more there before 9/11. The
GeoTIFFs should be usable using the CSVTiledImagePlugIn if you figure
out the corner coordinates and use the CADRG projection in OpenMap.
You might need the JAI package installed to handle the TIFFs if your
jre doesn't handle them.
