Is it as simple as implementing the getPropertyInfo method in the DTED Layer
or are there other things involved, since I may want to look at implementing
this?

The properties file needs to be edited and reloaded for the DTEDLayer.
Again, it's all because the DTEDLayer doesn't fully implement the
PropertyConsumer interface. To be added to the "Add Layer" list, it
has to implement the getPropertyInfo method.

The RpfLayer, ShapeLayer and EsriPlugIn all completely implement the
PropertyConsumer method, and can be created via the "Add Layers..."
menu. You can add other layers to that menu in the openmap.properties
file.
