RPF is a imagery data format. The layer displays images saved in that
format. This might help:

http://geoengine.nima.mil, look for CADRG data.

No, the RPF format is a little more fomal than that.

You might want to check out the
com.bbn.openmap.plugin.CSVTiledImagePlugIn. for displaying basic
images.
