Come to think of it, it could be a problem with how OpenMap is handling
hole data. Shape files let you define holes in their polygon data, but
I can't remember offhand how they are handled in our code, or how well
they are handled. I remember reading about how holes are defined in
the Shape specification, with the coordinates of the hole going in the
opposite direction around the inside part.

I guess I would use the EsriPlugIn to render the water data, use the
gestures to figure out which record that the island is a part of, and
then take a closer look at that record. Beyond that, OMPoly might have
to be extended to handed holes correctly.
