The easiest way is to set a fill color for the city blocks layer and
see if the data looks OK. If you start to get a lot of weird shapes,
it's probably polyline data. I think you can set some debug flags in
the shape layer that will tell you what kind of shapes it's reading out
of the data file. I was just wondering if setting the fill color would
better define the city blocks if you put it on top of the water.

What if you put the city block data layer on top of the water data
layer?
