[OpenMap Users] problem with esri files?

Hi. I have been playing with the openmap-4.5 and 4.6beta api and find
that the esri files do not seem to map files correctly. Perhaps this is
an esri problem or maybe a bug in Openmap.

For example,

I have two shape files. One that shows bodies of water and one that shows
city blocks. I cannot seem to get the opacity working correctly so that
completely enclosed islands within a body of water display the city block
layer correctly. The best way to show this is via an image that I've
generated from the two shape files at:
csde.washington.edu/~cere/sample.gif

I cannot get the inner island to display city blocks while still having a
non-transparent water layer. Does anyone else know more about this?
