i am setting the center of the map to the correct coordinates. i'm also
setting the scale to 66,666. is this correct?
is this okay for the properties?

here is a short code snippet. is this correct? i have no problem with
other types of maps -- just CIB.

I haven't noticed any issues with CIB data. As long as a valid A.TOC
file exists in the RPF directory, CIB should appear in a CADRG
projection.
For 5m CIB, the base scale should be 1:33333, but it should still show
up over 1:66666.
Is the map window positioned over the data?
