I got a similar problem long time ago. I fix it by recreating the
A.TOC file using the openmap MakeToc.
Usage: java com.bbn.openmap.layer.rpf.MakeToc (RPF dir path) (RPF dir
path) ...
Please look at the openmap documentation and you will find everything about
MakeToc.
