I recently went down the very same road.
SimpleHttpImageServer is an excellent start towards what you want. open
up the code and experiment with it. Another user on this list, Martin
Chapman, was incredibly helpful in my getting started. He even posted
some code which was *very* helpful.

That should be enough to give you a taste of what is involved. I am
still very much an openmap neophyte but I have some recent experience
dealing with this so I thought I'd pass on what I found helpful.
