[OpenMap Users] (U//FOUO) Classification Banner Layer problem

Hello All,

I just about have my Classification Banner Layer complete for all to use.
However, two similar problems still exist:
(1) When I bring up the "Layers" gui (that contains the arrows, lightbulbs
and palettes), my layer vanishes when I click any of the arrows:
"move selected layer to top"
"move selected layer up one"
"move selected layer down one"
"move selected layer to bottom"

(2) On the main menu, my layer vanishes when I click the "zoom out" button
when the button is at it's maximum.

For both cases, the banner layer comes back when I click in the map
anywhere. There is too much code to include it here unless someone wants
something specific.

Could someone give me a clue on how to attack this problem.
