[OpenMap Users] OpenMap 4.6 changes

Hi,

I've made some changes in OpenMap 4.6:

- Layer, added method setPalette() - I need to use JDialog
as a palette. Now I can set palette for particular layer from
external class. Previousl I could only get palette.

- fixed serialization of classes OMDistance and OMSpline.
(the latter needs to have serialized NatCubicSpline and
NatClosedCubicSpline).

- there was some error in compilation of AppletDataNugget caused
by null parameter in method call. I've make a cast but I'm not
sure it is correct.

- some fixes in EditableOMText

- added EditableOMIcon and additional classes for using small
gif images as icons/symbols in DrawingTool.

I have a problem in my application. A few layer must not be removed
by user. How to stop user from deleting layer? Doas layer has any
property 'removable' or something? If not I'd like to add such
feature to Layer class and hadle it in LayersPanel. Maybe I should
go another way?
