[OpenMap Users] S-57 chart layer?

Has anyone written a layer to display the S-57 format nautical chart?

"Since NOAA first began releasing NOAA ENCs[reg] on the Web in July of
2001, over 500,000 cells have been downloaded! At the end of May, 2003,
NOAA will have 285 cells posted for download covering most of the major
port areas of the United States. These are provided free of charge. "
