The drawing tool launcher will let you do just what you want to do. It
looks for OMGraphicHandlers in the MapHandler and has a option menu at
the top of its window to let you choose what layer/component receives
the OMGraphic when you are done modifying/creating it. The DemoLayer
and DrawingLayer are OMGraphicHandlers that are set up by default to
receive OMGraphics from the launcher.
