OPENMAP_HOME should be set to the 'openmap' directory that is the top
level directory checked out from cvs. I'm not sure what
OPENMAP_4_6_beta contains.

In the printout, the error states it doesn't know what acp.bin is. Is
that supposed to be ant.bat?

Can you run ant directly? What happens if you run ant on the build.xml
file in OPENMAP_HOME?
