I have used the OMScalingRaster to allow users to place an arbritary .gif
or .jpg onto the map and to set its real world size (width or height). The
trick is to have some code which converts the real world size into latlon
pairs for the top left and bottom right of the image. Once the
OMScalingRaster is in place it gets re-projected as the map zooms in and
out. I use this for those map scale bars for example.

The user selects either the real world width or height and the other
dimension is set by using the proportions of the image icon.

I've attached a calcCorners() method from my SymbolPlotPoint class which
handles plotting of symbols on the map.

Depending on the projection, I think such a measuring rod might have to
change size, and maybe shape, depending on where it was on the map.
