Hi Ivanhoe,

Unfortunately, the OMGraphic decluttering settings don't affect
anything. They are a historic leftover from a precursor to OpenMap,
and haven't been implemented for anything.

The only decluttering mechanism built into OpenMap is the
com.bbn.openmap.layer.DeclutterMatrix, which is optionally used in the
com.bbn.openmap.layer.location package by the LocationLayer and
LocationHandlers to reposition text labels.

This is not to say that the location package components are the only
ones that can used the DeclutterMatrix. They are just the only ones
that do.
