Hello Lonnie,

I am in the process of doing the final debugging of a layer which does
this.

It has its own mouse mode so that an Alt-Left click on the map brings up a
dialog box which allows the user to select the GIF, decide whether it is
scaled or not, supply a caption and set the caption placement relative to
the icon position (the icon is always centred on the click point).

The user can then click on the icon and drag it around the map to change
its placement. I'm having a few problems with this aspect at the moment. I
can drag an icon around but I have to go back to its original location to
drag it again. It uses OMRasters and OMScalingRaster for the icons
depending on whether the icon scales as the map zooms or not. The scaling
ones are used for map annotations such as a map scale bar.

I'm not sure, at the moment, how much of this is going to be directly
useful to the general OpenMap community as it makes use of some of the
internal data structures which are being used in the application that I'm
developing. Once I've cracked the bugs I'll see if I can either release it
as is or maybe remove the dependancy on our NIPoint.
