What error are you seeing?

Here are a couple of files that may help you out:

http://openmap.bbn.com/properties/tz.properties
http://openmap.bbn.com/properties/WrldTZA.csv

The properties are set up to display the colors for the csv file, which
has a corresponding .shp file that I haven't placed out there.
