It would be, until the scale changed which layer was active. The GUI
would have to be updated.

Personally, I think the GUI window should have a tabbed pane, with each
tab reflecting a layer's gui, and an extra tab to control the
ScaledFilterLayer scale cutoffs. The active layer would be on top.
Just haven't gotten around to doing that, though.
