How to add a tool Tip

Hi All,

I wanted to add a toolTip when the cursor is hovered over an
item(point/poly/line) on the map. I checked the developer hints and faqs.
>From what I understood, I have to extend the layer class and implement the
mouseMoved(MouseEvent) method. Is it so ?
