Hi David,

The Layers have access to the InformationDelegator, which can display
ToolTip information for them. You would call the Layer convenience
methods that trigger the InformationDelegator methods from within the
MapMouseListener methods implemented by the Layer (or its
MapMouseListener).

If you need to get to the names inside the dbf file, then you can create
a CSV file from the dbf file and use the AreaHandler, or the EsriPlugin
with the dbf file directly.
