Shape layer not visible ?

I have generated a shape file (arc/polyline) from arc/INFO (NT).
I tried to created .ssx index from the shape file using the command:
java com.bbn.openmap.layer.shape.SpatialIndex -c roads.ssx roads.shp

But when I try to view them in Openmap, it doesnt show any thing!

But when I try to describe the file, its reading the file correctly using :
java com.bbn.openmap.layer.shape.SpatialIndex -d -b roads.ssx

Why is it happening so ?
