Sounds like the large scale problem on Windows?
There's a problem with OpenMap running on Windows when zooming in, and
the application appears to hang. OpenMap uses the Java clipping
algorithms when drawing graphics, and the pixel size of some graphics
get pretty large when the scale is really large (zoomed in). Windows has
trouble handling this situation, and takes a while to crunch through the
graphics.
This problem has been reported fixed in Java 1.4.
