Hi David,

It would be pretty easy to modify the code to do this. The tooltip
display mechanism is demonstrated in the DemoLayer. The AreaShapeLayer
already puts the names of areas in the info line, and you can change
that to make it a tooltip instead. The catch with that layer is that
you have to transform the dbf file into a csv file (through Excel), and
then set up the layer to use the columns in the file for the information
you want to present.

I'm sure the esri package could be modified to use the DbfTableModel to
get the same information as a tooltip, too. The plugin is already coded
to highlight an entry in its palette table when a shape is clicked on.
