Is a shapefile is already projected and cant be seen, is there an easy way to fix that? reformat? rewrite shapefile?

Hi ,
I have a shapefile I got from a gov org. and it is already projected so
openmap
can;t display it. Is there some easy way to fix this?
it is essentially the state of california divided into 12 regions...
