Hi Raj,

I've tried your ArcIMS server out but I get NullPointerExceptions being
thrown. When I put the URL into a browser it gave the attached image as an
error ("layer can not be displayed at this scale"). I'm not sure why this
caused the getContentType() call to return null rather than getting picked
up as an image.

At what resolution should this data be visible? The capabilities document
suggests that the data covers most of North America.
