Hi Dave,
When it comes to properties for the graphics rendering, the LinkLayer
properties are different than the for the ShapeLayer.

You need to reference a properties file stored at a URL:
thinShapeFillPolitical.propertiesURL=<properties file URL>
In that properties file, you should have:
lineColor=ff707C89
fillColor=ff707C89
and any other property you want to pass to that server (other Link
Servers may use additional properties, the LinkShapeServer looks for
lineWidth, too.
