vmap vpf data not displaying

Hello all,

I recently got access to NIMA Vector Map Level 0 VMAP0 data and I am trying
to display the data in my openmap application. I have adjusted the openmap
properties file as indicated below. I have included vmapPolitical is the
list of available layers. No exceptions are raised, the layer appears in my
list of layers and I can turn the layer on and off, and the green light
lights up etc. The problem is that it does not display anything on the map.

Can anyone suggest why this might be?
