I don't know if this will help your decluttering task, but look at the work of Joe Marks, and others, http://www.merl.com/people/marks/index.html

He worked at BBN before going on to Harvard. His map layout work is very interesting and he's now the head of a research lab. The algorithms seem very accessable and i'd be willing to participate in a small group of openmap developers interested in automatic layout.
