All the options I know of are in the thousands of dollars,
but the range is approx. from $2K to $80K.
Here are some I can think of:
RouteMap IMS from ESRI (www.esri.com) $$
CentrusOnline geocoding from Sagent (www.sagent.com) (an ASP service) $$$
MapMarker from MapInfo (www.mapinfo.com) $$$$$$
