    Dragging the map around is pretty easy, but the problem is what to do
    with the area that *was* off the map, which is the point Yvon made. Tom
    Peel from FGM just last week sent in some code bits that let you drag
    the map around, and new data is fetched for that area after the mouse is
    released. That seems to be simple and efficient behavior which lets the
    layers normally. I'm planning on incorporating his code into the
    NavMouseMode, with the behavior being triggered with the shift key being
    held down. Or, maybe the rectangle will be drawn when the mouse is held
    down. I'm not sure, I'll play with it.
    
This can't work for all projections. Surely for some of them, even
the part that is still visible will need to be redrawn when the pan is
over, since it is now centered differently.

Of course, if all panning ever does is scan around on a single
projection that is considered to extend beyond the window, then we're
fine.
